There will be a Council meeting on Tuesday at 9:00 am. The meeting will begin with a closed session, wherein Council will discuss contract negotiations, a legal update, and 2025 Operating Budget Year-End Reconciliation.

When the meeting opens up to the public, Council will discuss the 2025 preliminary municipal and utility surpluses. The surpluses have been recommended for allocation to support long-term financial stability and capital planning. The municipal operating surplus of $987,775, representing 0.3% of budgeted expenses, is proposed to be divided among three reserves: $453,611 to the Cultural Development Fund Reserve, $230,502 to the Broadmoor Public Golf Course Reserve, and the remaining $303,662 to the Infrastructure Lifecycle Reserve. The 2025 utility operating surplus of $3,632,085 is recommended for transfer to the Utilities Infrastructure Lifecycle Reserve to fund infrastructure needs. Council has followed a similar practice in previous years, allocating year-end surpluses to designated reserves to address growth, inflation, and capital pressures.

Council will also receive an update on the implementation of the Active Transportation and Traffic Safety Task Force’s 21 recommendations, which aim to enhance pedestrian and cyclist safety across the County. Short-term priorities include reducing residential speed limits to 40 km/hr in Sherwood Park, creating an Active Transportation Coordinator position, improving reporting tools for safety concerns, and promoting rural recreational cycling routes. Additional measures focus on education, school support, secure bike storage, and better transit information for cyclists. Medium-term actions involve multi-modal infrastructure improvements, adopting complete streets in redevelopment, exploring bike share programs, updating trail and parking standards, enhancing rural transit, and considering AI for traffic signal optimization. Most short-term actions can be delivered using existing resources, while medium-term initiatives will require cross-departmental planning, external consultation, and budget consideration.

Also on the agenda is an Administration request for an extension on the report on County ownership and operation of the Warren Thomas Aerodrome. The extension would move the due date from March 31st, 2026, to September 30th, 2026. The report, initially directed in 2024 and 2025, is intended to provide a comprehensive analysis of financial impacts, required capital improvements, community use, and alternative ownership or operating models. Transportation Engineering and Operations is currently collecting data and has engaged HM Aero to update the Aerodrome’s Strategic Plan, which will include a financial model review, infrastructure feasibility, market readiness, aviation community needs, and return-on-investment assessments. The extension is intended to allow for thorough analysis, stakeholder engagement with airport users, and alignment with the completion of the strategic plan update.
- Also during the Council meeting, Administration will outline its approach for the 2027-2030 budget cycle, emphasizing fiscal responsibility, sustainability, and alignment with Council priorities. The process will include regular workshops with Council, increased from two to four for capital planning in 2026. Administration plans to strengthen the four-year capital plan by applying zero-based budgeting, prioritizing core projects, and assessing affordability impacts, while revenue and expense analyses will focus on identifying efficiencies and potential cost savings.
