• Council meets tomorrow at 9:00 am, and one of the items on the agenda is a request to add $15,473,000 to this year's capital budget to repair infrastructure damaged by June's flooding. Administration is seeking the money, drawn from the Municipal Capital Reserve, to speed up emergent replacements and rehabilitation after two rainfall events it describes as a once-in-a-century occurrence, with June 2026 breaking a monthly rainfall record that had stood for more than a century. The storms washed out roads, closed lanes, and damaged or destroyed bridge culverts across the County. Strathcona County is also applying to the provincial Hazard Assistance and Resilience Program for disaster funding, and Administration has been asked to report back by the end of November on the outcome of that application and on any capital projects that may be deferred or reprioritized as a result. It would be the County's third capital budget amendment this year, following increases of $2,124,467 in February and $219,835 in June. 
  
  
• Council will also vote tomorrow on a motion from Ward 6 Councillor Corey-Ann Hartwick directing Administration to conduct a full review of the June flooding and the County's resilience to future extreme weather. The report, due by the end of 2026, would examine how the County's stormwater and drainage systems performed and whether they worked as intended, identify any infrastructure or maintenance factors that contributed to the flooding, and assess whether current engineering design standards are adequate given changing precipitation patterns. It would also lay out options to improve resilience, from engineering standards and capital planning to emergency response and public communication, along with the costs and risks of any recommended actions. 
  
  
• Ward 4 Councillor Bill Tonita is bringing a motion before Council tomorrow that would direct Administration to study the potential impacts of permitting casinos in Strathcona County. The report, due by the end of 2026, would outline the economic, social, and community effects of allowing casinos, including the advantages and disadvantages, to inform Council's review of the County's casino bylaw. 
  
  
• Council is being asked tomorrow to authorize Administration to negotiate a market-value licence agreement with the Beaver Hills Biosphere Association for use of the Smith House, a County-owned home at the entrance to the Beaver Hills Biodiversity Trail. The Association, which already receives about $113,000 a year in operational funding from the County, would use the building as office space. The current residential tenant, whose $1,000 monthly rent has not changed in 12 years, has been given notice to vacate by September 30th. Converting the house to office use would require an estimated $75,000 in building and accessibility upgrades, a cost the Association says it cannot afford, so Administration proposes recovering it through the licence fee and would seek a budget adjustment later this year or through the 2027 budget.
  
  
• Strathcona County will hold a public hearing on Wednesday at 9:00 am on two proposed amendments to its Land Use Bylaw. The first would allow indoor recreation of up to 300 square metres as a site-specific use on an agricultural parcel near Ardrossan, so that an operator who now runs a martial arts program for children, youth, and adults can establish a permanent location. The second, brought by West Wind Veterinary Hospital, would broaden the veterinary services allowed at an existing clinic west of Range Road 212 beyond its current limit of horses, permit a single dwelling on the site, and rezone an adjacent lot to a country residential designation. Administration says both proposals were circulated to neighbouring landowners and that no objections were received. Council can give the amendments all three readings at the same meeting.
