On Tuesday, at 4:00 pm, there will be a Council meeting. The agenda includes a report on the operation and funding models of Alberta-based community foundations. Community foundations are independent, non-profit organizations that pool donations into endowment funds to provide sustainable funding for local initiatives. These foundations are typically started by community leaders or philanthropists, governed by volunteer boards, and supported through individual, corporate, and investment contributions. An environmental scan revealed that mid-sized Alberta municipalities distribute between $30,000 and $1.1 million annually through such foundations. While foundations operate independently from municipal governments, municipalities can play a supportive role in encouraging their creation. Administration recommends preparing a follow-up report by September 2025 on the potential to partner with the Edmonton Community Foundation (ECF), which already supports similar initiatives in several Alberta communities. Partnering with ECF could provide Strathcona County with expertise and investment support while minimizing administrative burdens.

Council will also consider a time extension for the Administration’s report on options to mitigate wildlife mortality on roads in priority habitat areas. The report was originally due in June 2025, but Administration is requesting a revised delivery date of December 2025 to allow for a full year of data collection and analysis. This work includes the deployment of wildlife cameras, visual surveys, and a review of habitat connectivity along Township Road 510 and Range Road 210. Administration is also working with regional partners, including Elk Island National Park and the Beaver Hills Biosphere, to study wildlife crossing issues and mitigation strategies. The extension aims to allow for more robust recommendations, including potential pilot projects, signage, road design changes, and funding opportunities.

The second annual Nourish Gala raised funds for the future Nourish Centre, a new 14,000-square-foot facility for the Strathcona Food Bank. Held on May 31st, the event featured dishes created by local chefs and Salisbury Composite High School’s culinary program, which rescues food that would otherwise go to waste. The Food Bank has seen a 200% increase in demand since 2021 and has outgrown its current location on Kaska Road. The new centre will include a grocery-style experience and a community kitchen to better meet client needs. The event raised $47,000 through a live auction that included local art, services, and experiences. County Councillor Glen Lawrence emphasized the event’s spirit of generosity and connection, calling food a symbol of dignity and care. Organizers say construction is expected to begin this summer.
- Strathcona County’s waste diversion efforts continue to grow, according to the latest annual update. In 2024, the residential curbside program served over 31,000 households and achieved a 60% diversion rate, up one percentage point from 2023. The County’s Commercial Food Rescue pilot, launched last summer, diverted 158 tonnes of food waste from landfill to compost. Thirteen businesses remain active in the program. Utilities staff noted that businesses are asking for flexible bin sizes, more education and cost-related incentives. The new Extended Producer Responsibility program expanded plastic recycling and received positive feedback, especially with a $3.75 monthly credit to residents. HodgePodge Lodge also drew praise, diverting more than 673,000 pounds of materials last year. With the next phase of EPR coming in 2026, officials say there is more opportunity to boost diversion rates at apartment buildings.
