  • On Tuesday, at 9:00 am, there will be a Council meeting. The meeting begins with a closed session, wherein Council will discuss the Elected Officials' Budget and Expense Policy and Naming Rights for Recreation and Culture Facilities Evaluation. When the meeting opens up to the public, the agenda will include Councillor Hartwick’s motion to include Fountain Creek, Balmoral Heights, and Sherwood Golf and Country Club in the Urban Service Area’s 7-day mowing cycle. The proposed change would increase the operating budget by $15,006 annually.

  • Council will also receive the RCMP Multi-Year Financial Plan (2026 - 2031), outlining a five-year strategy aimed at ensuring effective policing and financial accountability in Strathcona County. The plan emphasizes collaboration between the RCMP and municipal leadership, covering areas such as staffing, facilities, equipment, administration, and special initiatives. Operational priorities for 2025 - 26 include reducing property crime, addressing family violence and person crimes, improving traffic safety, tackling substance abuse, and maintaining employee wellness. Rising costs due to inflation, supply chain challenges, and tariffs are highlighted as major financial pressures, particularly for vehicles, protective gear, and technology. The plan projects adding five members over five years, along with new administrative staff to support privacy and information management. Equipment upgrades include ballistic shields, body armour, pistols, and advanced digital policing tools. Special projects will expand capacity to investigate cybercrime and cryptocurrency-related offences, while modernization efforts will address uniforms, HR systems, and reconciliation initiatives. Overall, the County’s policing costs are projected to rise from $18.5 million in 2025 - 26 to $22.3 million by 2030 - 31.

  • The County will present Council with an overview of naming rights opportunities for County-owned recreation and culture facilities, focusing on their role in generating revenue and building partnerships. The County’s sponsorship and advertising program already includes naming rights for interior spaces, event sponsorships, program sponsorships, and advertising, with an emphasis on aligning with community values and ethical guidelines. Administration noted that while naming rights can provide revenue and visibility, they are unlikely to significantly reduce property taxes, and they may require additional resources to fulfill obligations such as signage and sponsor activations. Public sentiment is mixed, particularly regarding renaming existing facilities, with concerns about brand integrity, visitor confusion, and conflicts with historical or commemorative names. A regional review showed that interior asset naming is common, while whole facility naming is less frequent but pursued in some municipalities. Council will be presented with three options: maintaining the current practice of focusing on interior assets, prioritizing naming rights for new facilities, or pursuing full naming rights for the most marketable existing facilities. Administration recommends maintaining the status quo and focusing on interior assets unless Council directs otherwise.

  • The Governance Advisory Committee is proposing an amendment to the Elected Officials’ Remuneration Policy. Council will now look to change the review frequency of Council remuneration from at least every two terms to once per term, with reviews completed by the mid-point of the term. This change aligns Strathcona County with regional best practices, as a jurisdictional scan found most nearby municipalities conduct reviews every term. The amendment aims to ensure Council compensation remains appropriate and competitive, covering salary, benefits, pensions, allowances, and other forms of remuneration. The last Council Remuneration Task Force in 2022 required $8,000 in direct costs, eight meetings over three months, and support from the Municipal Clerk’s Office and Human Resources. If approved, Administration will prepare a bylaw in early 2026 to establish a task force to conduct the review.

  • Construction is set to begin on the new Strathcona Food Bank Nourish Centre in Sherwood Park following approval of its development permit on September 9th. The 18,000-square-foot facility will feature a community kitchen, gathering spaces, a warehouse, and a grocery-style pantry with walk-in coolers and freezers, designed to better serve the growing number of local families in need. Originally budgeted at $6.1 million, the project cost has risen to $7.3 million due to supply chain issues, tariffs, and design changes, prompting the food bank to increase its fundraising target to $4.5 million. Construction, led by Clark Builders, is expected to take about 14 months and create 50 jobs, with the food bank’s lease at its current location extended until the new centre is complete. Demand for the food bank has doubled in four years, with 650 - 700 hampers distributed monthly. Leaders say the project is not just about a new building but a long-term investment in the community’s resilience, while fundraising efforts continue with support from residents, government grants, and potential major donors.
