There will be a Council meeting on Tuesday at 9:00 am. The meeting will begin with a closed session, wherein Council will discuss the 2026 Social Framework Community Grant Program Recommendations. When the meeting opens up to the public, Councillor Corey-Ann Hartwick will request an expenditure of $1,500 from Community Funding: Sponsorship to support the Colchester Community League’s annual perogy supper.

Also during the meeting, Councillor Robert Parks will bring forward two motions. The first requests that Administration prepare a report on the condition of the École Campbelltown building. The intent is to give Council clearer information to support future discussion and decision-making related to the school. The second asks Administration to prepare a report on options and impacts for allowing canvassers to collect signatures for authorized provincial citizen initiative petitions inside Strathcona County-owned public facilities.

Council is being asked to authorize a letter of support to Innovation, Science and Economic Development Canada for a proposed Telus wireless communication facility at 85 Cranford Way. The project involves a 30-metre freestanding flush-mount monopole tower with an additional 1-metre lightning rod to improve cellular service. The site was selected after evaluating alternative locations and existing structures, which were found unsuitable for Telus’ network requirements. As part of the required public consultation, 322 notices were sent to nearby property owners, and an open house on June 25th, 2025, was attended by 17 residents who raised concerns about visual impact, property values, site suitability, health and RF exposure, and alternative technologies.

Council will also be asked to approve the rescission of five corporate policies that are no longer required. These include policies on Community Gardens, Enforcement Services Procedures, Financial and Strategic Services Review on Fiscal Recommendations, Utilities Guarantee Deposit, and Rural Roadside Backsloping and Field Shelterbelt. The Community Garden and Utilities Deposit policies are now managed through regular operations or alternative financial strategies, while the Enforcement Services and Financial Review policies have been replaced by updated bylaws and internal directives. The Rural Roadside Backsloping program is no longer offered following the end of the provincial program. If approved, the policies will be removed from the Municipal Policy Handbook online, with the goal of ensuring that Council’s policy framework remains current and relevant.
- Strathcona County Library is seeking an additional $393,000 in its 2026 budget, bringing the total to $11.8 million, which represents an increase of about 3%. The funding request is intended to address inflation, expand programs and services, and support planning for a second library location in Bremner expected in 2028. The library’s new strategic plan focuses on expanding access, supporting learning at all life stages, and reimagining library spaces, with new initiatives such as enhanced discovery tools, community-led programs, life-skills programming, and low-sensory experiences. Rising staffing costs account for more than half of the increase, including the addition of one new position to relieve capacity pressures. The budget also reflects sharp increases in the cost of digital materials, with publisher pricing models expected to raise those expenses by 30 to 50%. Capital spending in 2026 will include updating physical collections, replacing aging IT equipment, and potentially retrofitting a retired transit bus to extend the life of the rural bookmobile service.
